健康の定義
あまり知られていないことかも知れませんが、国連の専門機関のひとつである世界保健機関（WHO=World Health Organization）が「健康の定義」をしています。
とてもすばらしい内容なので、ここに記載したいと思います。
世界保健機関（WHO）憲章は、1946年7月22日にニューヨークで61か国の代表により署名され、 1948年4月7日より効力が発生しました。
世界保健機関憲章前文
この憲章の当事国は、国際連合憲章に従い、次の諸原則が全ての人々の幸福と平和な関係と安全保障の基礎であることを宣言します。
健康とは、病気ではないとか、弱っていないということではなく、肉体的にも、精神的にも、そして社会的にも、すべてが 満たさされた状態にあることをいいます。
人種、宗教、政治信条や経済的・社会的条件によって差別されることなく、最高水準の健康に恵まれることは、 あらゆる人々にとっての基本的人権のひとつです。
世界中すべての人々が健康であることは、平和と安全を達成するための基礎であり、その成否は、個人と国家の 全面的な協力が得られるかどうかにかかっています。
ひとつの国で健康の増進と保護を達成することができれば、その国のみならず世界全体にとっても有意義なことです。
健康増進や感染症対策の進み具合が国によって異なると、すべての国に共通して危険が及ぶことになります。
子供の健やかな成長は、基本的に大切なことです。
そして、変化の激しい周主の環境に順応しながら生きていける力を身につけることが、この成長のために不可欠です。
健康を完全に達成するためには、医学、心理学や関連する学問の恩恵をすべての人々に広げることが不可欠です。
一般の市民が確かな見解をもって積極的に協力することは、人々の健康を向上させていくうえで最も重要なことです。
各国政府には自国民の健康に対する責任があり、その責任を果たすためには、十分な健康対策と社会的施策を行わなければなりません。
これらの原則を受け入れ、すべての人々の健康を増進し保護するため互いに他の国々と協力する目的で、締約国はこの憲章に同意し、国際連合憲章第57条の条項の範囲内の専門機関として、ここに世界保健機関を設立します。
THE STATES Parties to this Constitution declare, in conformity with the Charter of the United Nations, that the following principles are basic to the happiness, harmonious relations and security of all peoples:
Health is a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity.
The enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being without distinction of race, religion, political belief, economic or social condition.
The health of all peoples is fundamental to the attainment of peace and security and is dependent upon the fullest co-operation of individuals and States.
The achievement of any States in the promotion and protection of health is of value to all.
Unequal development in different countries in the promotion of health and control of disease, especially communicable disease, is a common danger.
Healthy development of the child is of basic importance; the ability to live harmoniously in a changing total environment is essential to such development.
The extension to all peoples of the benefits of medical, psychological and related knowledge is essential to the fullest attainment of health.
Informed opinion and active co-operation on the part of the public are of the utmost importance in the improvement of the health of the people.
Governments have a responsibility for the health of their peoples which can be fulfilled only by the provision of adequate health and social measures.
ACCEPTING THESE PRINCIPLES, and for the purpose of co-operation among themselves and with others to promote and protect the health of all peoples, the Contracting Parties agree to the present Constitution and hereby establish the World Health Organization as a specialized agency within the terms of Article 57 of the Charter of the United Nations.
